You are to head to the gadget specialist (19 -4775) and speak with him.
Conversation with a gadget specialist[]
A gadget specialist: I've much to do... can I help you?
PC: Lt. Jasper sent me to get your help with this device.
A gadget specialist: Lt. Jasper? Ah yes, I remember him. Is he still with CorSec? I seem to remember he had quite a lot of skill with his hands. Woodcarving, I believe it was. Maybe stone sculpting. Something like that. Well, let me take a look at that device.
PC: What do you think it does?
A gadget specialist: Looks pretty straightforward. It's used as a relay from data transfer or communication. You connect this to a terminal. After that, you can send messages from a remote location, but they will appear to come from the terminal to which this device is attached. Could be very useful. Could also be very malicious. If you give me some time, I could rig it to spit out the global coordinates of the source of any signal sent for it to relay.
PC: That sounds great. Lt. Jasper would want that.
A gadget specialist: Yes, he probably would. While I'm working on this, how about you do me a favor? There's a local businessman who owes me some money for services I performed for him a while back. He refuses to pay. Could you go talk to him and collect my payment from him?
PC: I'd be happy to help.
A gadget specialist: Thank you. His name's Frye Troeman. He's not pleasant.
Go speak with Frye Troeman[]
He will tell you the device you found in the Diktat's office can control the data terminal, and be used to send messages from it. He will rig it to give the coordinates of the remote location, but in the meantime, he has a task for you.
Head to (14 -4577) to meet Frye Troeman for a bit of debt collection. He owes her money for "services" she "performed" a while ago.

Frye Troeman: What could someone like you possibly want from me? A handout? Not likely. Scram.
PC: I'm here to collect what you owe the gadget specialist.
Frye Troeman: What?!? I'm not paying that fraud! He had my terminal for maybe five minutes, connected a single wire and then it started working again. I could have done that myself! I'm not paying a single credit.
PC: I'm afraid I must insist that you pay.
Frye Troeman: Oh, you're looking to threaten me into paying, eh? Fine. If you'll do me a quick favor, I'll pay. Go meet one of my suppliers for me and bring back the equipment he's...um...supplying for me. I'll upload coordinates for where you should meet him to your datapad.

Frye wants you to do him a favour before he’ll pay, and wants you to meet his supplier (-41 -5172) to collect some supplies.

Once they’re dead, head back to Frye Troeman and ask him politely why he just tried to kill you.

Frye Troeman: Okay, okay. So I tried a little offense, and it failed. You know, it's hard to find good lackeys these days.
PC: You tried to have me killed.
Frye Troeman: Yeah, yeah. Things are tough all over. You looking for work as a lackey by any chance? If you decide you are, come back and talk to me. Seriously. As a show of good faith, here's that fraud's money. But tell him I know he's a fraud.
Return to the Gadget Specialist[]
Get the money for the Gadget Specialist from Frye, and return.
Conversation with a gadget specialist[]
A gadget specialist: I've much to do... can I help you?
PC: I have your money from Mr. Troeman.
A gadget specialist: Excellent. I'm so glad that's behind me. No more doing business on credit, that's my new motto. Here's the remote relay device. Bring it to Lt. Jasper. Next time it's used, it should give you the global position of the source signal.
Report Back to Lt. Jasper[]
Then back to Lt. Jasper to complete the Quest.
Conversation with Lieutenant Mack Jasper[]
Lieutenant Mack Jasper: A file sent to this device from a remote location would appear to come from the Diktat's terminal. We need to catch the senders in the act. The device has been adjusted to tell us where the data is originating. Now we wait for that to happen.
PC: Anything yet?
Lieutenant Mack Jasper: Not yet.
PC: How about now?
Lieutenant Mack Jasper: Still nothing.
PC: This could take forever.
Lieutenant Mack Jasper: Or not. I've got some coordinates for the source of the remote signal. Go check it out. Be careful. I'd imagine you will be walking into the heart of their operations.
PC: Don't worry about me. I can take care of myself.
Lieutenant Mack Jasper: I just want to help make sure you're prepared. When you arrive, take out their leaders. Then find proof that they are behind the smuggled spice and are attempting to incriminate the Diktat and his administration. Search any computers you find.
