Turns out it was the Mummers. The Mummers like to use toxins in their attacks, so you need to speak with Lieutenant Karenna Dunnels to ensure enough neural boosters are available. Lieutenant Karenna Dunnels (/way -5539, 4706 "Lieutenant Dunnels") in Theed Palace. Speak with her to complete the quest.
Conversation with Lieutenant Karenna Dunnels[]
Lieutenant Karenna Dunnels: Ah, good. I was told you were on your way, trooper. I'm afraid our stock of neural boosters are a bit low. I need you to help me restock before we move on the Mummers.
PC: What do I need to do?
Lieutenant Karenna Dunnels: I'll need you to gather a few ingredients and some samples of the Mummer's toxin. To start with, go find some xharnoh plants and gather some of their roots. When you have enough roots, take them to the refining station and process them.
PC: Where do I find xharnoh plants?
Lieutenant Karenna Dunnels: Xharnoh plants are most often found along rivers and streams that flow out from the bottom of a waterfall. Walk along the river until you find some. You'll probably need to check more than one of the rivers that flow from below the waterfalls.
