Also make sure you have lots of the supplies from the Reporter so you don't have to make multiple trips back and forth. Just put everything in your backpack to get more and get the Wire Cutters from Corellia Times vendor which will help during the diffussion process.
If you make an error with your wire cutting, the bomb will explode and you will be incapacitated. You are given a debuff called "Drain Bamage" that modifies you Constitution, Agility and Stamina by -50 and lasts for 45 seconds. You cannot attempt to disarm the bomb again until this debuff has expired.
To obtain the locations of the bomb without using the waypoints aforementioned, you are supposed to complete the "Bomb Target" quests.
